Internet Quality in Iran: An Analytical Report on Disruptions, Restrictions, and Internet Speed

The Tehran Electronic Commerce Association submitted a comprehensive report on the state of internet quality in Iran in its second letter to the President.
According to the Association, the letter addressed to Seyed Ebrahim Raisi states:
Dear Dr. Ebrahim Raisi,
Honorable President,
Greetings and respect,
Following your directive to the Supreme Council of Cyberspace and the Ministry of Communications to investigate the technical reasons behind the decline in internet quality in the country, the Tehran Electronic Commerce Association—comprising the nation’s largest internet platforms—after several weeks of expert review, hereby submits its analytical report attached to this letter.
Internet quality can be measured by three key indicators: disruptions, restrictions, and speed. Our findings reveal that the internet quality in the country is currently in a critical state—an issue that not only poses a significant barrier to the growth of the digital economy and the achievement of the Seventh Development Plan’s goals but also seriously threatens previous accomplishments in this field.
At present, compared to the world’s top 100 countries by GDP, Iran ranks as having the poorest internet quality. Iran ranks 99th out of 100 for internet disruptions (just above Myanmar), 99th for restrictions (just above China), and 97th for speed (just above Sudan, Cameroon, and Cuba).
A significant portion of the current internet conditions stem from discretionary actions by executive agencies and can be readily examined and resolved. Therefore, your decisive orders on this matter can bring about significant improvements in the country’s internet status in a short time.
We hope this report and the authors’ expert analyses will be carefully reviewed. The internet is the root of the digital economy’s growth, and as a group of private sector technology companies, we consider it our duty to highlight the importance of this issue and the current situation and to strive to take even small steps toward the country’s progress.
